Some help needed please

Well I decided I would like a new background and banner and as it was quick and easy to do last time, I said why not. Guess what it, it has all gone horribly wrong. My layout tab has gone missing (there's a template tab in it's place) and I have lost all my blinkies, links, blog candies etc. I had my old template downloaded and saved but it isn't saving when I upload it. If anyone can help or has any ideas what I should do it would be greatly appreciated. Thanks in advance!
